Verminous Skumm is a villain in Captain Planet.

Power of Toxics
Skumm was given a ring by Dr. Blight known as the Toxics Ring, the opposite of the Water Ring. With it, he could generate and manipulate toxic waste and toxic chemicals. He is the fourth to use his ring to summon Captain Pollution. But after Pollution was overexposed to the four elements of Earth, his ring exploded.
Skills
He created a type of drug known as Bliss, which made his victims supposedly free from physical and emotional pain. However, when a person used too much of the pill, he or she would die of overdose, just as Linka's cousin did. Unfortunately for him, Captain Planet burned his book with the recipe and the other pill jars.
