I've noticed over the years that are some antagonistic characters from the Cars franchise whom people think are villains due to their roles/actions, but in reality they are just antagonists or jerks. Let's take a look at them.

Jackson Storm - Jackson Storm is McQueen's rival and the main antagonist in Cars 3. He does play the role of the film's main antagonist, committing acts that could count as "villainous" like bullying McQueen and Cruz Ramirez as well as ramming Cruz into the wall to prevent her from winning the Florida 500. However, Storm is not a villain and just an antagonist and cheating jerk; his worst act was ramming Cruz into the wall, with no evidence that he intended to kill or seriously injure her, or could even do so by accident, and the worst he was trying to do was merely trying to stop her from winning. Additionally, he does have a genuine friendship with his pit crew members as he laughs with them when his pit crew put McQueen in his simulator race to give him some real competition. Overall, he does not do anything evil unlike other the main antagonists across the Cars trilogy (Chick Hicks and Miles Axlerod), as his only intent is to top other racers.

Miss Fritter - Miss Fritter is a secondary antagonist of Cars 3. During the Thunder Hollow demolition derby she does antagonize McQueen and Cruz by challenging them and trying to eliminate them, but her actions aren't evil and this doesn't make her a villain. Additionally, she does become a protagonist/anti-hero later on in the film.

Frank - In the original Cars film, Frank appears chasing down McQueen and Mater after they had a night of fun with tractor tipping. Him trying to kill the pair while chasing them down can be considered villainous to some, but he really is not a villain and just trying to protect his property from troublemakers. Thus, Frank is just an antagonist and not a villain.

Sterling - Sterling is the secondary antagonist in Cars 3. He is an arrogant, mean, greedy and very supervised CEO. In the film, one of his goals is to get McQueen out of the racing business if he does not win the Florida 500. This coupled with his traits could make people think he is "villainous". However, Sterling is just an antagonist/jerk and not a villain, as none of his business practices or decisions were underhanded or criminal.

Francesco Bernoulli - Francesco Bernoulli is McQueen's main racing rival in Cars 2. He is rude to McQueen in certain parts of the film, which could be considered "villainous" by some. However, he is just an antagonist/jerk and not a villain as he doesn't do anything evil unlike Miles Axlerod and Professor Z, the film's main antagonists, and he does become a supporting protagonist at the climax.

Delinquent Road Hazards - The Delinquent Road Hazards are secondary antagonists in Cars. They cause trouble on the highway via speeding past other cars and mess around with Mack at night, causing McQueen to fall out of his trailer. Their actions make people think they are villains in the film, but they really are nothing more than mischief makers and mere antagonists. Their villainy is extremely standard, not extending beyond petty hooliganism and robbery. They also do have a genuine friendship with each other. Overall, they do not do anything evil, just causing mischief wherever they go.

Leroy Heming - Leroy Heming is a flashback character in Cars 3. In the flashbacks he is shown in, he tries to ram Doc Hudson into a wall, but Hudson flipped over him, much to his surprise, and managed to win the race. Heming's aggressive behavior in this flashback can make some think he is a villain, but he really is just an antagonist. Being a little too aggressive in a competition doesn't make him evil.
