Shelby (portrayed by Shanna Strong) is a minor and one-time episode character of Disney Channel's Original Series Jessie.
Biography[]
She is Emma's nemesis, a snobby and a mean girl who offends people made fun of Rosie's clothing in Ms. Devlin's art class. She is Rosie's BFF, but Emma doesn't like Shelby. At the end of "Make New Friends But Hide The Old", Rosie is no longer Shelby's BFF. Shelby is a disruptive and rude person who wears makeup and is not too bright. She has sewn her own clothing. She attends at Walden Academy.
