Comb Queen is one of the long–lost puppets that has never used in films or in comics. Her, along with another puppet known as Drone were revealed at the Full Moon Toys booth in the late 1990's. At the booth there were sneak peaks of all the upcoming Full Moon merchandise and two action figures known as "Japanese Puppet Master" of both Comb Queen and Drone. It is unknown what these figures were intended to be and what their connection was with the Puppet Master franchise. Some have speculated that they were going to appear in the canceled Puppet Wars trilogy, but that has never been confirmed.

Comb Queen is a slim build woman with long blonde hair and a large black hat and her mouth is covered in a brown veil. She is covered in ancient Egyptian mummy bandages and is wearing gold bracelets and has her nails painted black.
