Colonel Carter is a character in Goof Troop. he is a greedy businessman who makes money off of the bands he hires and thinks very little of their well-being.
Role in the series[]
He first appears in his office looking at all the sent videos. He watches the video sent by Max and P.J. and decides to hire them as his new band. When he firsts meets them in person, he treats them nicely. But after Goofy catches on fire, he is doused while wrapped in an expensive rug, to which the colonel is infuriated. He starts attacking Goofy, but then backs down when he realizes he is being witnessed. He shows the two boys and Goofy out to spend the night in a hotel and has Pete gets the bags ready.
