These are characters who started off as being normal citizens, but later not only did they become villains but also became purely evil. These characters used to be normal citizens either because they didn't have any intention to be evil or they were too weak to be evil. These characters later gain power and skill to become a pure evil villain and ended up being a major threat in the eyes of other characters. This is not to be confused with a Fallen Hero who was once fighting on the side of good but becomes a pure evil villain. This is also not to be confused with Fake Tragic as they might never have had one awful experience in their life. They are also not to be confused with Hidden Pure Evils, who are originally believed to be good or neutral before showing their true colors later. Their opposites are From Zero to Hero.
Usually they fall under Wholly Debased as most villains that start off as nobodies don't choose to start off evil, with many having sympathetic pasts that motivate them to become evil before subverting them. However, exceptions exist if they were already spoiled and/or already villains as a nobody with no redeeming qualities since day one (e.g. Dolores Umbridge, Evelyn Claythorne, Frank Tenpenny)
For obvious reasons, villains who were already in positions of power - such as being Monarchs, Tyrants, Aristocrats, Samurai, or Corrupt Officials of any other kind or famous people such as celebrities before becoming evil - can NEVER qualify. Villains who were Totalitarians, Deities, Dark Messiahs, Death Gods, Dark Forms, Cosmic Entities, Demons, or any villains that are the closest representation of Satan before turning evil also NEVER count because the status and magnitude of their power is inherently beyond what is normal. The same would be said for most monsters for similar reasons. They should go under Elitists instead. This category is only for villains who were AVERAGE CITIZENS before they turned evil, and those of the aforementioned positions of power can only qualify if they were normal people beforehand and for whatever reason achieved their position of power during their journey to the dark side. Nevertheless, due to their Pure Evil status, they are always arrogant about how much power they have or abuse them and only use them for their own good.
Note: In order for an alien to qualify, they would have to have started with zero powers or they were formerly humans before being exposed to alienish powers.
Made-up example: Beau used to be the person who could only use magic tricks but after a wrong move, he turned into a dragon-like being that resembles similar to the Tarasque and decided that with these new powers he would become above the law of the world.
